November 26, 2012 – Membership Handbooks: The second edition of Eastern Garden’s Membership Handbooks was updated and approved on September 27, 2012, by the Board of Directors. The handbook helps bring together all the changes and revisions into one booklet. Announcement_Handbooks_2012
November 19, 2012 – Business Office Closed: The general membership is advised that the business office will be closed for the Thanksgiving Holiday beginning Wednesday, November 21, through November 25, 2012. The office will open on Monday, November 26, 2012.
November 13, 2012 – Clubhouse Ramp & Step Installs: As part of Eastern Gardens Capital Improvement Program (CIP), the Board of Directors approved to contract with J&S Asphalt Construction, Inc. for their services. The goal is to enhance pedestrian safety by improving the access and walking surfaces to the entrance of the clubhouse. The project consist of, i) removing the existing asphalt ramp on the eastside entrance of the clubhouse, and ii) installing steps with handrails, and finally iii) adding a concrete ramp at the north end of the clubhouse near the flagpole. October 23, 2012 – Pool Winterizing: Seasons are changing from summer to winter and in keeping with energy conservation and most importantly cost savings the time has come to shut the heat off to the pool. The pool will continue to remain open year-round for those polar bear swimmers along with a few chairs.

October 8, 2012 – Business Office Closed: Beginning October 9 thru the 10th the business office will be closed. Management will be attending HUD classes and will out of the office during these times.
October 3, 2012 – Community Appearance: Members of the Board expressed concerns on the subject of the common areas where members have taken it upon themselves without board approval to plant flowers and store personal items in the breezeways and flower beds. Upon members vacating their apartment units Eastern Gardens is left with the expense of cleaning the common areas. For safety purposes and membership awareness, Management will disseminate a notice to the general membership reminding them that personal items, such as, potting soils, chemicals, empty pots, garden tools, are not to be stored in the common areas, (e.g. breezeways, flower beds, shrubbery, lamp posts or outside their doors). September 13, 2012: Status on the Manager’s position: FPI Portfolio Manager Mr. Gary Haugstad reported that he is still reviewing/searching for a replacement manager and will continue to explore all the options available. Mr. Haugstad will report back to the board with his findings, until then, its business as usual, Ms. Theresa Williams will continue as EG’s Community Manager with minor adjustments to her work schedule.
August 23, 2012 – Budget Review for year 2013: Mr. Gary Haugstad, FPI Portfolio Manager outlined to the Board EG’s projected income and expenses for year 2013. After the presentation and answering questions to certain line items within the budget. Mr. Haugstad recommended to the Board that the budget for 2013 be accepted with NO carrying charge increases for the year 2013. The Board unanimously approved, 5 – 0 approving the budget for 2013 with no carrying charge increases. Management will forward the 2013 budget onto HUD for their final review and approval. Once approved by HUD the budget will be made available to the general membership.
August 1, 2012 – Saying Good-bye: It is expected in life that all things eventually come to an end and saying goodbye is almost never easy.
Sadly, Ms. Theresa Williams has decided that it’s time to move on to other opportunities and will be stepping down as EG’s Community Manager, on August 31, 2012. June 11, 2012 – Pool Status 2: The Board met with Mr. Gutierrez, Majestic Landscape and Pool Maintenance who provided the board and management with three bid proposals for repairs to the pool. After reviewing and discussing all three proposals, the board unanimously voted, 5 Yeas-0 Nays, for C&R Contractors to do the repairs, with an estimated start date (ESD) of June 21, 2012 and a estimated completion date (ECD) of July 31, 2012. After the pool repairs are complete it will take another 1 1/2 weeks to prepare the pool for swimming, (e.g. fill the pool with water, chemically treat it…etc). The pool will remain closed while repairs are being conducted. Expenses for this project are considered a capital improvement/repair project and therefore will not require assessments from the membership but instead, monies will be withdrawn from EG’s Capital Reserve Replacement Account, for this reason why monies are deposited monthly into this account. June 9, 2012 – Annual Inspection Notice: The annual inspection notices were disseminated to the general membership informing them of the upcoming apartment unit inspections as required by HUD. The purpose of the inspection is to ensure tenants are provided with decent, safe, and sanitary housing fulfilling Eastern Garden’s contractual obligation under HUD’s regulatory agreement. The entire membership is required and obligated per the Occupancy Agreement that each member has signed. Refusing to allow management or the HUD representatives to enter, this includes, REAC and CAHI as well, could potentially leave EG and the membership in a financial disaster. May 31, 2012 – Pool Status 1: On Thursday, May 31, 2012, the day after membership was notified of the pool closure and in an effort to expedite repairs and reopen the pool the Board held an executive meeting. In attendance was Mr. Alex Gutierrez of Majestic Landscaping & Pool Maintenance who briefed the Board on the pool problem and what it’s going to take to repair it. The Board unanimously voted 5-0 approving management to allow Mr. Gutierrez to solicit contractors for bid repairs. Pool Status 1_6.6.2012
Estimated timeline is as follows:
- June 5th – Draft Statement of Work, submit to contractors for proposals.
- June 11th – Board selects contractor; management drafts letter to HUD requesting monies to proceed with repairs.
- June 18-30 – Contractor schedules work to be performed.
- July 9-31 – Repairs in progress.
- August 1-9 – Pool maintenance makes ready the pool for swimming.
- August 10 – Pool officially reopens.
NOTE: The timeline will be adjusted as necessary to reflect any changes or delays.
The repairs to the pool are extensive and necessary and do to potential risk of personal safety and liability; the pool will remain closed until all repairs are completed. Management and the Board are making every effort to expedite the repairs; we apologize for the inconvenience and appreciate your understanding during this process.
May 30, 2012 – Pool Closed for Repairs: Eastern Gardens Management Team is currently obtaining bid proposals from contractors. Once obtained the Board will schedule a meeting to review and select a contractor. You will be kept apprised as to start dates and completion dates as the repair project progresses. We apologize for the inconvenience and appreciate your support while the repairs are being done. Every effort is being done to expedite the repairs; it’s most unfortunate that this has happened at this time of the year, but this is an unforeseen situation that no one could of predicted. May 28, 2012 – North Laundry Room: A member notified management with concerns in the north laundry room. Working late, the member came home and found all of the lights on and the door propped open with the garbage can. On Thursday evening, May 24, 2012, there were two big suitcases on the table, all the machines were in use, but there was no one in the laundry room, and again both doors were open. The second time the member went back to put their clothes from the washer to the dryer, someone had been hanging up
their laundry, the north door was open, but the laundry room was again empty. The member didn’t know if perhaps a guest was using the laundry room and hiding out when they saw someone coming, lest they be discovered, or if someone from the outside is using it and hiding out for the same reason. The membership is advised, if you know that you are the last person using the laundry room, please ensure that you lock all windows and doors before leaving – Thank You.
